Commercial Bunkering Operations

MARINERS ARE HEREBY ADVISED  of the following:

INTRODUCTION OF BUNKERING PERMISSION FORM

Mariners, vessel operators, and berth users are advised that with immediate effect, Neath Port Authority is introducing a mandatory Bunkering Permission Form to be submitted to the Harbour Master prior to any bunkering operations within the statutory harbour limits.

This measure is being implemented to strengthen operational control, ensure compliance with the Port Marine Safety Code, and reduce the risk of pollution or unsafe fuel transfer practices.

  1. Requirement to Obtain Permission

No vessel may commence bunkering—whether by road tanker, barge, or internal transfer—without written permission from the Harbour Master.

The new Bunkering Permission Form must be completed and submitted no less than 24 hours before the intended operation, except in exceptional circumstances agreed by the Harbour Master.

  1. Information Required

The form requires the following details:

  • Vessel name, IMO/MMSI (if applicable)
  • Berth or location of bunkering
  • Type and quantity of fuel to be transferred
  • Method of delivery (road tanker / vessel / internal transfer)
  • Proposed start and completion times
  • Company carrying out the transfer
  • Confirmation of risk assessment and pre‑transfer checklist completion
  • Pollution prevention measures in place
  • Delivery vehicle registration
  1. Conditions of Approval

Permission will be granted subject to:

  • Suitable weather and tidal conditions
  • Adequate moorings and vessel stability
  • Availability of spill response equipment
  • Harbour Master’s discretion to delay, suspend, or cancel operations

Failure to comply may result in suspension of operations, enforcement action, or withdrawal of permission.

  1. Effective Date

This Notice takes effect from: 23rd May 2026 It remains in force until further notice.
